In the state of California, you are not allowed to add your sibling to your own dental or health insurance plan if it’s a private plan through your job. I would like to clarify that if your brother is under the age of 21, and you are the legal guardian of him, you would be able to ask that he be added to your dental plan or health insurance plan, at your work.
You could check in to possibly purchasing your brother dental insurance through your own dental company, but you would need to contact them directly and he would need to be on his own plan, if he is over 18 and you are not his guardian.
If your brother is low income, you could help him apply for the California Health Plan (Medicare) for low income households. He would then receive dental benefits as well, and this would be the best option, financially, if he is approved.
There are also several insurance options online, that you can purchase for him, or find a dentist that takes payments.
