Yes, the insurance company can refuse to insure someone whose spouse has a suspended license. Insurance companies won't exclude a spouse on a car insurance policy because the presumption is that both of them have easy access to driving the vehicle. Married couples are basically a combined package for all intents and purposes. They also can't insure someone who has a suspended license.

This leaves your wife in the position of being unable to find an insurance policy. In order for her to get the vehicle insured you need to either clear up the matter of your license being suspended or wait until the suspension is lifted by the state.

The only other recourse would be to entirely give up your license. Some insurance companies are able and willing to exclude someone from the insurance policy that is not licensed even if they are the spouse of the person who wants to buy insurance.
